Randy,

Welcome to the discussion. This is going to be interesting, to say the least,

Me? Haven't worked in a mine but I have managed to visit a couple:

Old Ben # 2, Spurgeon, IN, 1980, Surface
5-Star Mining, Prosperity Mine, Petersburg IN, 2009, U/G

That puts me somewhere behind Pete and a couple of others.

Office of Surface Mining ? Bureau of Land Management?

They are the permit holders for Federal Lands aren't they?

The Department of the Interior, Office of Surface Mining Reclamation and Enforcement is to coal mine environmental regulation as MSHA is to safety.

BLM is a sister agency under DOI, but we are seperate. BLM is a Federal land management agency that administers the coal leases and has jurisdiction on coal exploration that occurs outside of any permitted coal mining operation on Federal lands. OSMRE is the agency that implements the Surface Mining Control and Reclamation Act, SMCRA, (which also covers the surface effects of UG mines) on all lands; Federal, State, private. In short, it is the agency that requires the holes to be filled in and the ponds to be built.

Most producing states have coal regulatory programs. Those programs have to be at least as stringent as the Federal program. We fund them 50% and oversee their activities.

We also administer the AML program. OSMRE collects a fee from every ton mined that is used to reclaim pre-SMCRA mines.

That fall was about 150 ft long and fell out to about 25 ft. at the highest place. Kind of interesting , a crew was coming down the track and one of them got sick. They stopped the mantrip so he could barf . Then another guy got off to answer natures call. While he was standing there the whole thing came in. So close some of the rock hit the man bus. No one hurt thank god. 3 men killed at this mine while I worked there, 2 electrocutions, 1 rolled in a longwall shear.

I personally haven't worked at a bitty mine, but worked for a strip mine for 2 years and been at american energy for 5 years.

Longwall face roll is scary. I was in a mine in Utah, I believe the seam was 1500 feet deep. Long wall face had so much pressure the shear operator wore a full faced helment and kevlar pads. If a rock the size of a marble flew out it felt like someone smacking that spot with a hammer.
