 Post subject: forest service mine access question

Forgive me as I am new to the mining community.

I have a close friend whose family has a mining claim dating back to the early 30s I believe if not earlier. They recently have had a lot of struggles with the forest service here in utah as the claim resides in us forest service. They have a gate that they close seasonally to keep atvs from going to the top where there is quite a bit of snowfall still. Their frustration is that their mine is way below the top and they have no intentions of going anywhere but to work on their claim. They are at the point now where they might loose the claim because they are not given enough time to work the area and produce any gold from their claim. So my question is can the forest service keep them out when they have a claim and a right to the area? Or woould they have to provide them a key to the gate to get in and work? Sorry I do not know anything on this subject but I found this, it may be a start. There must be a legal procedure for this situation.
