Well for a man trip keep in mind the original version was just jump in the empty mine cars. A regulation was put in place to not allow the miners to ride the empties in for safety reasons. (not sure what year though when that went into effect) The method of mining changed as well when rail haulage was being phased out in the 1980's & 90's. Miners were assigned to work on the belts, cutting face or longwall development. It spread the miners out making the portal buses more efficient to get the them to the job task . Self rescuers also play a role in the regulation. The portal buses keep cases of the self rescuers on board. Each SR is usually good for up to an hour. The miners keep one on their belt as well. The new ones are good for 10 minutes which gives you enough time to walk to the portal bus & switch out or to a SR station underground.
